A Cisco router can go into a rommon mode if it doesn’t have an IOS to boot or it’s configuration register says not to boot.
You can diagnose this by running a command dir flash and checking if you have a correct IOS in .bin file listed. If you don’t have one – you will need to copy it, usually from a local computer that will run a tftp server.
I you have a correct .bin file on your flash run confreg command to run a wizard that will configure a configuration register to boot an IOS on a boot. After correcting the confreg you will need to reboot the device.
If you have the IOS on the flash you can run a boot command to check if the IOS isn’t corrupted before changing the confreg.
