A supervisor engine is a “brain” of a 4500 and 6500 series Cisco switches. It is necessary to get the switch functional and holds the IOS operating system of the switch, it’s configuration files, RAM and CPU and more. It is responsible for layer 2 switching, layer 3 switching, routing protocols, QoS, MPLS and most of the other functions.

It is difficult to define what is “basic” for such a robust and flexible device. But I would call a WS-SUP720-3B supervisor engine and a WS-X6148A-GE-TX 48 10/100/1000 ports module for a basic, yet powerful and expandable configuration.
The exact answer will heavily depend on the requirements of the specific environment of course.
